Can't remotely connect

I am having a trouble about the connection.

It says "Can't Connect to the Server "" (10060)

How to resolve this? I am in the same wifi/ internet, but I can't remotely log in to the Heidi SQL the port used in the server is 227030. I try to use 227030 and 3306. but both of them return same error code.
