Alphabetize encoding list

Alphabetize the list of encodings in the selectbox in "Import csv file..." dialog, please.

Preferably by codes (utf8, cp1252...) which are standardized and locales independent.

Makes perfectly sense.

But please file an issue request in the bugtracker.

I'd like to have collations to be ordered alphabetically in column collation drop-down as well. It is pain to find proper collation in the list right now.

They are ordered in Default collation drop-down in table editor at this moment.
