Get message 'you have no privilege to this routine' when user does in fact have access

I have users that are granted full access to a database...but in HeidiSQL when trying to view/modify procedures or functions....get the message 'you have no privilege to this routine' when user does in fact have access.

I tested the same user in DBeaver...and it could modify the items....is this a bug? I'm on 12.3.0.6589. Thanks!

Please look into the log panel at the bottom for failing queries. There is likely one that is failing, probably not due to missing privileges but for other reasons.
