VC Redistributable has been downloaded and installed, but the issue still occurs. After installing with the installer, I was able to connect using libpq-15, but the portable version still throws an error on the same machine, so I'm guessing the portable version has a bug.

That's a known issue in the last portable release. It is missing some dlls which are loaded indirectly, through libpq-15.dll . Please use the installer instead, or wait for the fixed next portable release.
