When open SQL file at first time, Error occurs

My version is 11.2.0.6262, after opening a session, press ctrl+o to load SQL file, an error occurs (pic). reload the same SQL file again, it is ok.

Should of course not happen, while I never saw this yet.

According to the code path, the file was probably inaccessible or locked by another thread. Could that be the case?

I rebooted the computer, and the SQL file can be edited or deleted ( maybe not locked ), please see the video.

However, it does not affect the use.
